Dunnage
Dunnage is the material that keeps cargo from walking: lumber, plywood, inflatable bags, blocking, bracing, slip sheets. It is structure in the container or on the pallet, not packaging of the each. Method 2 VGM must include it. A stuffing plan that ignores dunnage will weigh light on paper and shift on the water.
ISPM-15 applies to solid wood dunnage on international moves, same idea as pallets. Do not use untreated construction lumber in an export box.
