FedEx is unusual among US carriers in applying a single divisor to every domestic service. Ground, Home Delivery, Express Saver, 2Day and Overnight all divide by 139 — there is no cheaper divisor for the slower service, so switching from Overnight to Ground changes the rate but never the billable weight. International shipments priced in metric use 5,000 cm³/kg.
Each dimension is rounded up to the next whole inch before the multiplication, so a 20.1-inch carton is measured as 21 inches. On a large box that rounding alone can add a pound or two of billable weight.

You pay for 50 lb of air on a 9 lb shipment — a 5.5× multiple. Shaving two inches off the longest side (22 × 18 × 16) drops billable weight to 46 lb.
Dim weight is only half the cost story. FedEx applies volume-triggered surcharges on top of billable weight, and these thresholds are separate from the divisor:
